If you're going to send instructions, why not make them simple

I recently got this e-mail from the  windstorm insurance Association's webmaster.

====
Please click on the following link for important information regarding "Gross Premium for New Business,
Renewal Business, and Endorsement Invoices"

http://www.twia.org/Portals/0/Documents/BillingCenter_ConversionProcess.pdf

Please note that you may not see the above link to the bulletin because your e-mail security settings may not be set to display links.  If this is the case, you can go to TWIA's Website at http://www.twia.org click on AGENTS: AGENT BULLETINS and then select "Gross Premium for New Business, Renewal Business, and Endorsement
Invoices"

Thank you,

 Good IT guys know that the purpose of e-mail is to distribute information. It may be one-on-one, but in this case it's too many people. Why not simply send me the information in the e-mail? Instead, they have opted to give me a link, that draws me to a PDF to download and read.

Surely they know, that few people will actually read the darn thing. Then if they ever get into court and have to prove that they distributed the information their own defense attorneys would much rather than have actually distribute the information rather than instructions on how to get information.

I'm willing to bet most people will not follow this link.

It's funny to note that they are aware that sending e-mail with links to PDF files is problematic. And they spend half of the message describing workaround.

It would have been wiser to simply send the information in the 1st place.
